No one started the 2.28 rumour, that 2.28 is this week. In fact most people expected this week to be 2.26 and 2 weeks later, 2.28

The coil buff will come with a patch because all changed are recorded in a patch note which serves as a change log. Like I mentioned earlier, 2.21 is the example - 2.21 is just the start of the first coil buff.

And the 20% buff was due for more than 24hrs according to Patch 2.2's schedule. No changes in coil - just came out of it.

I get that, it's a straight up DPS check, make sure your dd's are saving their cooldowns for the second conflag and the fourth conflag because no one will be running in on those and they go much quicker.
