Its a goblin, not a kobold, check the ears; they match a Goblins perfectly and are a bit off from a kobold.
Not to mention we pitched this idea to SE during v1.0 for the "Goblin Airmen" to appear around Eorzea and Rukkiri even added it to a question for Yoshida during an interview. IDK if the v1.0 forum posts are archived but it should be there if they are.
