Yes, someone has to be logged in to initiate any contact with them - pm, friend request, fc invite... I'm not sure but following them on Lodestone *may* let you know when they log in. I know it shows you when people in your FC log in.

I'm new player as well and I'm in need of some friends to know and work with together to level up and do mission/job's as party of 2-4. Sometimes I wish I had friend who like Final Fantasy games like me and hang out with online. I'm in the World Ultros and I hope I'm posting this in the right place.
@Pyro: as our play times seem to not be matching I let a friend in my ls/FC know I've offered you an invite so if he sees you online when I'm not on he'll invite you instead - his name is Kazuhiro Williams, and I told him to tell you that 'Enkidoh sent him to invite you'. :)

I'm sure there's plenty of people on your server who would be happy to make friends with you - the Ultros section of the World forums is a good place to start looking as there are always people inviting new members to join their linkshells/Free Companies.
