I think from your experience it sounds like any other dungeon really... sometimes you will just get a party and certain things will happen that mean it's harder. Other times you'll breeze through. I don't think the solution is to change how the rewards work. It might even encourage people to deliberate slow things down just to get a better reward.
What I would like to see is more tiers to the roulette perhaps. When leveling a class recently, I found myself wishing that there was a mid-level category instead of just "below 50" and "50". The difference between the difficulty and mob experience for a level 15-20 dungeon is quite different to a level 35+ dungeon, so when doing the roulette at higher levels, I'd quite like to have that option.
On the other end of the spectrum, the first time I did CC our dps dc'ed just before Chimera. We decided to try it anyway with just 3. A DRG popped in with Chimera half way down. For them - shortest dungeon ever.
Yes. The Bonus experience you get at the end is based on the difference in your level to the level of the dungeon. So, in a higher level dungeon, you'd get a smaller bonus at the end, but you'd get more throughout the instance. The total should be fairly comparable between them.
