Right click > Task manager > Performance > Resource monitor, On the right side or where ever yours is at you will see that either you have 2 cores and 2 others are parked.

mine were parked I had same lag, I unparked my 2 cores and my FPS went up and my lag went away, not sure if it will help but it did for me just a thought.

I take it that this is for Windows 7 or maybe 8? I have my client installed on Win XP & Vista. While I know that XP isn't supported anymore, at least Vista's Resource Monitor are quite different than 7. Would be great to clarify the OS solution. :)
