I just made a blog post about this... I have seen a few times now where a group well above 30 gets placed in one of the first three dungeons. My guess is that the devs were so focused on random dungeon content they didn't realize they don't need to arbitrarily assign every group to a random dungeon. The randomness of who we get paired with will ensure a healthy mix of dungeons every time we queue just because of the fact that we will be paired with different players of different levels every time.
I am greatly in favor of a system that forms the group, factors out if someone has queued for a specific dungeon and then factors out the highest level dungeon available to the lowest level player and just shuffles you in there. If it tries to randomize it you are going to see inflated numbers for the lower level dungeons and mostly just annoy people.
I have no problem running through sastasha if someone is trying to get their main scenario quest done... but when a group of players that are all over level 30 get shuffled in there it's just not that fun, and it certainly gives me no motivation to keep queuing for low level duty roulette after I've gotten my daily bonus.
