This pretty much. You will mainly see 600's on snap punch without BFB up.

Just due to the high risk high reward nature of MNK versus the more consistent nature of DRG, as well as DRG having superior solo ability and again, consistent damage versus a wind-up period, etc, MNK will always maintain its higher DPS ceiling.
The idea is MNK is less expected to operate at full capacity during content (due to mechanics forcing the loss of GL3) whereas DRG is expected to both bring consistent DPS as well as increase the DPS of any BRDs in the party.
Depending on content, and party composition, both have their place. However, if topping parses and pushing the boundaries of how much DPS a single person can bring to a raid is your thing then it makes sense to select MNK, since it has the highest DPS ceiling. On the flip side, if you like doing strong, hard-hitting moves that show big numbers and prefer consistency and reliability over risk/reward then DRG is for you.
Im not really sure why they would allow other jobs access to a cross skill and leave just BRDs out. If MNKs lose BFB, will this hurt MNK enough to bring them on par with DRG? Or are the numbers that far apart?
Because no other DPS class in the game has 3 DMG boosting OGCDs (Raging Strikes, Blood for blood, and Internal Release) Not only that they have barrage as well, and a OGCD DMG skill that resets. Give DRG and MNK Raging strikes and watch the melee is OP QQ commence.
Who do I believe... the guy in all i90 saing mid 700s or the guy in lower gear doing 800... hmm
