I'm a lvl 35 WVR (I think) and I crafted a HQ linen set for my WHM.
As a WVR, my most important skills, whether 40 or 80 durability, are Inner Quiet+Rumination, Steady Hands, Tricks of the Trade, and Manipulation. I never use a touch or synth that is below 90% because it seems to fail more often than succeeds (which may or may not be true). Tricks is useful for when a Good status comes up at awkward times, and IMO Manipulation is better than Waste Not because if you use a touch/synth while Manipulation is up, it costs no durability, and if you use any other skills while it's up, it increases your durability (not a single wasted step).
Inner Quiet is the most important, if you ask me. You should try to use about 4 or five Basic Touch skills while you have Inner Quiet before you start with the Great Strides+Standard Touch. Then Rumination will give you at least 50 CP back at the end. Steady Hands should always be up in case you get an excellent condition.
Hasty Touch is only semi-useful if you have no CP left but extra durability, and you'll find multiple threads about people relying on it and getting burned too much.
TL;DR: My crafting strategy is to go after skills that ensure 90-100% success rates, with no wasted procs or steps inbetween.
