It is FOR the summer, plans for updates during the entirety of the summer. Bayohne himself said so in another thread right here,

Do you honestly think SE magically became super awesomely fast to be able to implement all that list before summer? obvious logic answer = no.

Everyone's online doin nothin, waiting for patch notes. Of course threads of even a little interest get a lot of replys.

Don't get why they just didn't correct the Letter too...
