They do refresh if equal strength. However, if you have a buffed DOT up, a non-buffed DOT will not replace it. For example if you have raging strikes up and apply windbiter, if raging strikes expires before windbiter and you try to put up a non buffed version, it will not over write it until the timer hits zero.Quote:

For example, if you use Blood for Blood or Raging Strikes and apply a DoT then try to reapply the DoT after your buff wears off, the skill will not actually do anything because the game will not overwrite a stronger DoT with a weaker one. You need to let it fall off or make sure you use equivilent buffs when reapplying the DoT.Quote:

One more thing regarding buffs and DOTS. There is a buff priority and it appears to be based on the length of the cooldown of the buff. For example an Internal Release (60s cd) buffed DOT will get over written by a Hawk Eye (90s cd) buffed DOT. If the Hawk Eye DOT is up first, an Internal release DOT will not replace it.
Also, it appears any longer CD buff will replace and combination of lower CD buffs. For example having both Hawk Eye and Internal release applied to a dot will get replaced by a DOT buffed by Raging Strikes (120s CD). And again, the opposite is true both of those buffs will not override a Raging strikes buffed DOT.
So you either have to keep track when you are applying buffs or try not to clip DOTs at all. I've seen it stated you can clip the last second of a DOT and not lose DPS, but if you do it with a buffed DOT applied, you risk losing a global and possibly not notice it didn't get re-applied. -

As a BLM fighting the dummies in Western Thanalan for roughly 5 minutes, about two minutes past using my second Raging Strikes + Convert:
267 DPS
Accuracy: 100%
Crit %: 18.6%
Standard rotation: Thunder II > Fire I (plus Thundercloud/Firestarter) until Blizzard III > repeat, use non-GCDs after proc, ideally as close to when near full MP for Firestarter procs
Seems very low to me, could be a screw up or bad proc luck. Didn't use any potions. Used Convert and Raging Strikes twice each and as close to each other as possible to maximize DPS. Didn't get particularly lucky with Firestarter procs TBH though not much less than average. Didn't end with Flare or "Double Flare" to pad my DPS up.
It seems like my Critical % is consistently around 15% or higher with each of my actions.
Gear:
Relic+1
HQ Vanya Hat with CHC and mostly accuracy
HQ Vanya Robe with almost all CHC + 1 Savage Might III
DL gloves, belt, and pants
AF2 boots
DL accessories + AF2 ring -

Raging Strikes is a flat 20% damage boost, which is likely larger than Hawk's Eye 15% DEX boost (which effectively boosts damage), and is larger than Internal release (which isn't any sort of damage boost at all).
Of course it's likely not a coincidence that stronger damage boosts would have longer cooldowns. -
