So you're saying if balmung even partially opened, you wouldn't be telling friends to who left to sneak back in? Or to those that left to sneak back in? This is the biggest rp community in the game we're talking here. Gilgamesh is the reddit server and some shady stuff happens on that server that can't be explained. At least we can fathom reasons behind ERPers.
Balmung being partially opened would be something that'd get announced on the lodestone. There wouldn't be any "sneaking". How would they even be "sneaking" back in without server transfers?

If it's supposedly this huge load on the entire network, they need to look at other options instead of providing incentives those left on the server won't take. I have people in my FC who are waiting, patiently to get on so we can all have fun on the same server together.
SE made their bed by not properly directing the niches in their audience, and instead of doing anything to rectify it, they've put an emergency shunt in and decided to leave it be.
