Happened to me too. Different country region locked out. My country isn't in the selection to boot..
Previously I was paying my sub fine since Sept 2013 and account expired yesterday. After that it's just goes downhill all the way, credit card, crysta, ultimate game card, PayPal, gameroff (3rd party agent from my country), tech support chat. Non of them worked.
However SE said they will get back to me. Truthfully I don't have much hope considering the replies this thread is getting. Hope we will draw enough attention for them to do something about it.
MeanwhileI will be seeking put a ffxiv game card from the retail store to see of any of it work.
Got it resolved. Paybycash (ultimatepay) are awesome. I called, Jeanette from the service walked me right up to the point where I needed to add Crysta, she took over from there and I now have the funds over to Sq.
I really wish I didn't like ff so much. Square Enix have the most horrendous customer service, payment system and policies I've ever experienced.
Hopefully what I did can help others.
Here is the email I've sent to myself as a reminder every month of how to pay (how ridiculous that is...):
How to pay for ffxiv:
1. buy ultimate game card from pcgamesupply.com
2. try adding crysta
3. if doesn't work call paybycash.com and request they process
I got this errors from February 2, due to this my card money is freeze and i lost 2 weeks of play.
Now they ask me a scan of my credit card and name of owner. Also the chat support center told me to send a scan.
Is it normal???? i mean can you Se lock my card??

Figured it was time to come back after the initial crowd had settled. Now I'm getting error 401 too when trying to register for automatic renewal. This is a rather ancient problem from when the game was released, so its disappointing to see that it is still not fixed. You would think that a bug free payment system would be rather high on the priority list. I'm reading that time cards don't seem to be working consistently,so I'm not buying one.
Trying again tomorrow, then its "See you sometime next month XIV!" or well D3 DLC ..

Basically, I was told that they cannot handle my billing issue over email and that I would need to contact chat or phone support. Here's my response (note where they have miraculously kept the processing fees, but not allowed me to pay the monthly sub fee):

Don't worry about it... I've been in contact with your chat support and not only were they useless, but extremely rude and condescending. I have never dealt with such a horrible "customer service" department before. I really hope that I never need to contact the chat 'support' again.
I played FFXI for close to a decade and never had the billing issues I have now and never needed to contact 'support'. I know that if I ever have any issues in the future to the point of needing to contact support, I would rather cancel my account and never deal with Square Enix's horrible billing system or rude customer service again.
One thing I'd like to point out is the additional $10 that Square Enix have taken out of my account. For some reason you can keep the 'processing fees', but are unable to process a simple monthly subscription payment.
Now tell me how that makes sense?

After the above email, I write back to them explaining why the payments are being declined (due to fraud prevention, etc), but not understanding how the processing fees are going through. I also attached copies of my bank statements which show the processing fees from Square Enix are going through.
I then receive a response back from them saying that the issue cannot be handled over email and to contact chat support with yet another follow up email survey asking "How was our support?".
It's a vicious circle with them. I have this image of one person sitting at home playing Final Fantasy and watching movies, just cutting/pasting blanket replies to anyone who contacts their support.
Not worth the time or trouble.
What about error code 406? I think it is different because I used both a gift card and a card that had proper account info and they were still denied with a 406 error. Both cards had enough funds. They still charged me the $1.00 fee, seven times over, despite not giving me access. All I wanted was a month so they had better not end up charging me for over six... this payment system is seriously messed up, I have not seen anything this bad in YEARS.
I had this problem all day trying to do a character transfer. When I got to the payment screen where you actually type in the credit card info, I right clicked on the page and realized NoScript (add-on for Firefox) was blocking something. I unblocked it, tried the whole process again, and it worked! Hope that helps someone.

I got the same problem with 406 at the end of payment. I tried with two debitcard and a creditcard with enough funds..please help!!!
I'm having the same problem, it gives me 601 error...I had to use ultimatepay now to buy Crysta...I had no problem using my credit cards back in August...fix this Square Enix!
You guys have charged my card 75 times for $1 and keep giving me different error codes. 401 being the most common. I use safari and have never had this problem before. I tried doing crysta and that doesn't work either. These are crooked business practices there is nothing wrong with my information and why can't I just pay once? Why is mog station saying I can only setup recurring payments? And if the bank won't authorize my payments why are you charging me a 1$ every time your system doesn't authorize?
I really like this game and enjoyed playing the beta on the ps 4 a lot! Yall did a pretty good job putting this game together. To bad that's as much of the game I will play.... i personally think yall are greedy charging so much to play this game! I can buy 2-3 games a year with the money I would spend on this game in the same amount out time. So when yall aren't so greedy ill be here waiting and then I just might buy one of your games. Buy in the mean time ill be playing bf4 or infamous second son and a few other games when they come out cause at least they aren't going to charge me ever month to play their game.. what a joke......

Sadly I'm now affected by this issue as well. I cancelled my payments in February as I was not going to be able to play for a month. I tried to add the same credit card I used since August (many times) 2 days ago and keep getting the 406 error code.
Has anyone had this issue resolved after contacting SE? I now have 15-18 transactions on my credit card of $1.10 each. Has anyone successfully had these charges reversed by SE?
I'm on the Ultros server and my account expired a few days ago. I called SE to talk to a representative and the same thing keeps happening. I tried using my card that had $20 on it since I've used it before to renew my subscription but I keep getting 601/401 and always waited the 24hr mark. tried when i got home from work Thursday (4PM), Friday(6PM), Saturday(8PM) all within the 24hour windows. Happens when I try to sign up for renewal subscription and even when trying to purchase Crysta. The expiration date on my card is good till 2022 and the funds are there so idk whats going on. Just please Square-Enix fix whatever you did. Because I do have statement of it being used fine on the system because its the same card I used when I renewed my sub. For the mean time I just ordered the Time card off of Amazon. The funny thing is I never had a problem paying until that Payment Maintenance on the 27 of February happened.
my friend has the same problem with error 406, he didn't change credit card, even mine that works fine with my account won't wort with him, neither paypal nor ultimate gamecard, support chat finally says that last choice is to use the 60days prepaid card from SE:

My trial account expires in three days. I wanted to set up the monthly renewing payment. I wanted to buy the CE.
Three credit cards got a 601.
I tried a gamecard, got an error.
Put money into my Stream Wallet, got an error when I tried to use it.
Five and a half hours working on this, calling my bank, googling for information, and I still cannot pay for my account.
Why are you so eager to not take my money, SE? It's so frustrating. Are you really going to give me no choice but to go back to WoW?
Edit: I didn't just disable, I uninstalled noscripts. I tried doing this in both Firefox and IE, same behavior.
Edit 2: A few pages back, someone said they had success buying Crysta with Paypal, so I tried that. $20 out of my account, and the SE page has been on "loading..." for 15 minutes now. When I open a new window, there's a 0 balance of Crysta. This is insane.
So I subscribe last month 20/2/2014 with my master card with no issues .
I tried to transfer to another server on the middle of the month but I got 401 error .
Now my subscription has ended and im still having the 401 error , so I tried buying crysta but I got 11000 error XD its so hilarious .
I remeber when I couldnt play ( along with so many others ) on ps3 when this game got released because the digital version of the game on PS store was damaged , the thing I never forget that SE took so much time to admit it and more time to fix it , but it got fixed eventually .
What I will now do is playing other games while im wating for a 30day to pass then I will try again .
The only reasone i wrote here is to keep this thread open so that hopfully SE see that its and huge issue and solve is instad of closing all the thread about it and consider it solved .
Error 406... nothing wrong with the card.

I tried again lol and I got 406 two times and took 2$ from my account , I connected my bank and they told me that SE is the seller and my mony didnt go thro yet , so its still between my account and theirs -_- , so if 2days passed and it doesn't go into one of the account then I have to wait 30days as SE told me .
wish SE let us use paypal in renewing subscription instead of using directly our cards .
FIX THIS FOR GOD SAKE !!
So I have this same problem, it goes like this:
1- I log into the Mog Station (sometimes it just returns me to the log in window, even tho I know my credentials are correct and the 1-time password as well).
2- I go and try and subscribe with a Credit Card, and the 1 EUR minimum charge is made (I get a message from the bank with any transaction with my credit card).
3- When I get to the part where I confirm the payment, it gives me Error 406: Please try again later.
Now at any point in this process I actually may be redirected back to the log in page of the Mog Station or the SE Account management, why ? I don't know, I thought it was the browser, so I switched from Firefox to IE and Chrome, both with the same result, the one time I actually made it to the 406 Error was while I was on a VPN, hence I assume the problem is in my ISP or something, but no matter how I confirm the payment I always get the 406 error.

I bought COLLECTOR (digital) Edition. My "free" month ended. Square Enix "registered" my cards and take 1 euro again and again....near 20 times. Still Error 406.
Account still inactive. Nobody try take money for subscription. Damn, Square Enix, FIX THIS or return my Collector Edition price!
So never expecting any kind of errors when I was giving money to a company to play their game I ran into this 406 I've now read quite a bit about. There was enough funds in my account at the time of trying to purchase a months subscription and now there isn't, rather 2 GBP less since I tried more than once thinking it was only a minor error.
Will this money be returned to my account? Just wanted to play the game. :(

Cannot use card for payment gives me a error 406. I have a screen shot of it. Also I have called my bank card and there is nothing wrong on their end. Also noticed four $1 amounts taken out of my account with Square Enix name on it. I have tried using the cratals payment using paypal and that does not also work. i have contacted support and they have not given any resolution to the issue. They just state to do the same thing I am trying to do which is to pay for my account. My 3 friends did not start playing because of the service of the mog station and now I am having this issue and cannot play. Which if it does not get resolved soon i would just rather quit the game. It a great game it just that your mog station site just does not work or has issues.
Cannot renew my subscription!
I waited 48 hours and tried again and had the same error. Both my credit card & my PayPal were rejected! My CC company says they don't have a record of any charge attempts and I've used it regularly for other things over the last 96 hours without a problem. On my PayPal account, the transaction goes through only to be cancelled & refunded by the seller!
When I went online for chat support (at the correct times) - there was no chat support function available -only email. It took them almost 3 days but they've just emailed back that they can't answer through email that I have to call their long distance number or use chat!
Is there a billing department I can call? rather than clog up technical support? This is becoming ridiculous!

Same here... got Error 406, tried chat service, said the problem is on the card, tried 4 different cards (Master, discovery, Amex and another VISA) none of em worked... still got error 406...
I helped a friend get through 601s and 401s, and here what worked in simple steps:
1- Login as usual in Mogstation
2- Select "Square Enix Account Settings >> Register/Update Payment method".
3- Update payment information, then return to Mogstation and update again payment information with same information.
4- ???
5- S--t up and take my money!!!
