It really, REALLY isn't. It's a story-driven game and a lot of HW would make no sense at all if you could march into Ishgard at lv30. Even the Dark Knight quests reference 2.x patch content that the game knows you completed because of how it's set up now. You are utterly clueless if you somehow think the DRG case is the same thing. Seeing a story without required information and accepting that something must've happened earlier are more than a little different.

Actually wasn't there talk of them allowing some kind of gate to allow players to join into the 4.0 without completing 3.0? If that is true, its possible they could do the same with 2.0>3.0

Yeah, they said they were working on a way to make it work and not leave you entirely confused. I just hope that if it's implemented, it doesn't come come at a compromise to the story. I liked the connection between 2.x and HW, and I think making them unrelated in every way (including characters) wouldn't work, but then again I'm almost 100% sure they wouldn't do that.

I think they've mused with the idea of having a quest or similar that you could do that would briefly explain everything that happened if you went through the story -- sort of a synopsis of the previous story to get you caught up.

And 4.0 could well be the Promathia to Heavensward's Zilart in that it's only connected by the 2.0 storyline. Either way, you need to finish 2.0 for a seamless transition into 3.0 so this thread is pretty vapid and I have no clue why it was revived in the first place as it's well past the point where they could have even tried divorcing 2.0 and 3.0.

There were plenty of excellent examples of gated content in FFXI that used challenging side-quests to help with further access much like when a player farmed for items to get into Aht Urhgan, or had to run the Maw Maze for Wings of the Goddess in FFXI. There are many ways to gate exclusive content while still providing basic accessibility of the core functions of the game.

Many players who care about this game tend to think critically about the game in order to see its quality of life improve. Please consider addressing this if possible.
