File name title is sea-region-npc-shipyard. So maybe this where Limsa boat docks? FFXIV 1.0 dock in west thanalan was pretty boring. Could this be the new version?

It could.. Gridania alpha videos already showed there's a small dock area which is new..

Edit: Yes, that is cloud of darkness from crystal tower. Art you have is from Dissidia, however they all look similar. This site has various pictures.
