I've been mostly fine the last few weeks, and since yesterday my roomy and I have been having issues. At first, we thought maybe it was something with the instances were lagging, or our Router was causing an issue. We port forwarded, reset our connection, ect, but we don't seem to be getting the lag together/close together, and it's just making it impossible to do content together.

How would I know if my lag is due to throttling? Im fairly sure I couldnt get a knowledgable answer from the isp unless I could get escalation to 2nd tier. I often get 1-5 second stoppage during DF's.

Several friends using the same service are also experiencing the same issue at the same peak hours.
Can't call my ISP now, but they've never throttled any game so it would be very weird if they suddenly decided to do so after your maintenance.
I think it's just your coding/servers in most cases.

Time/Frequency: Honestly, happens about every 45 minutes to an hour and getting really effin old. Basically makes the game unplayable because I sure as shit don't join dungeons since I am guaranteed to get disconnected.
I have followed port forwarding guides, firewall guides and updating firmware suggestions. Absolutely nothing is fixing this BS. I called TWC, of course they're going to tell me they do not throttle... how dumb would they be to admit that shit? I currently have their Extreme package which is 50 down/5 up. The modem is a Ubee, model DDW3611 which is a modem/router combo.
I have looked through a ton of previous pages and cannot find the last time someone from Square Enix made a comment. I'm guessing that's the norm?

This has been happening since the last maintenance that added more servers for dungeons. I'm getting consistent lag spikes ever 2 - 3 seconds. This gets even worse during prime time making the game unplayable. I know it's not throttle because Cox Communication has never throttled P2P unless you go over your bandwidth limit for the month.

When does problem occur: Intermittently will see a random period of R0 for a couple seconds maybe 2-3 times per hour (usually when a lot of things are occurring simultaneously). Very rarely (once or twice since release) I've seen it occur almost once every couple minutes, at which point I have no choice but to log off.
Note 1: My ISP doesn't throttle any traffic and has an extremely robust active ethernet fiber network, so it must be a routing issue or capacity issue with the S-E servers.
Note 2: This problem did not occur during Alpha or Beta 1-3, the problems started with Beta 4. Notably this was when the NA data center was introduced.

Definitely not being throttled. Its entirely a routing issue as you can see in the link below. Hopper 5, 13, 14 and 15 consistently times out.

Called Cox in Arizona and they told me to get a new modem. LOL. This game is unplayable right now.

Problem Occurrence: Seems to be always problematic. There's been a couple of days per week where the problem is not so bad. Specifically, 9-13 10pm-12pm, 8-26/27 5pm-3am, and 9-8 8pm-12pm have been the only times playable for me. Every other day has been punctuated by 30 seconds of lag spikes, disconnects, or unable to connect to NA/JP server.

5-20 Second Lag Spikes. Really makes this game unplayable. Dungeons and instanced fights are just frustrating. I play many games online and none of them have issues with lag like this one.

I had some problems but after maintenance it got worst with high spikes of lag and dungeons are often unplayable. Not sure if my ISP throttles P2P but maybe given the amount of time I play they may started doing it.
Edit: Did a tracer and most of the problems comes from 85.205.24.230, which is indeed a Vodafone Group Services IP.
