Request for information: ISPs and P2P throttling

Another user and I both have the same ISP yet the moment we started getting our problems vary quite a bit. His problems started 3 days ago while mine started yesterday afternoon. I recon that if it was ISP related we would've had it around the same time rather than over a longer period of time.

well for me the latency is wildly varying now form 20-30sec spikes to running CM completely smooth, just weird. But then again when swtor first came out KPN throttled that one too and within a week it was fixed.

I finally managed to log into Shiva (really hope these additional servers fix that) but even that is running smoothly. Thank you so much SE :)

any updates to this? will the maintenance fix it?
I've not had this problem until yesterday and I've playing since open beta. This renders the game unplayable

This issue also started for me about two days ago and has been more or less constant since.

Also I called my ISP they restarted my modem ran diagnostics and everything has been green for the last few days. They don't throttle P2P or anything else it could be so this may also be an actual game issue for those of use where it just seemed to spring up out of the blue a couple days ago.

Was fine all through beta/early access/first week of release. First large lag spike occurred ~1:30am September 2 when my received went down to 0 for several seconds. This has occurred every few minutes of play since then resulting variably in rubber banding/ non interaction /disconnects. Being in a duty/city/inn makes no difference and the game is now essentially unplayable.

ISP: BT Infinity (again)
Country: UK
Times: From 7/8pm onwards, as soon as a FATE or something busy pops up, I may as well go do something else, game becomes practically unplayable. Can wait for up to 20 minutes for any kind of response.

ISP: Shentel
Country: USA
Time problem occurs: Started morning of 09/02, has always been present since.

No problem on 4g tethering.

ISP: Collins Communications
Country: United States
Time when it occurs: Intermediate, been happening since early access, did not have this problem before that.

ISP: Telecom (www.telecom.co.nz)
Country: New Zealand
Problem: High ping, not able to dodge red circles

I have 400 ping, it drops to 200 with ping reducing services like Pingzapper, Lowerping, etc... I still need confirmation if these services are "bannable" as I don't want my account banned just because I want lower ping....
