i found a small solution. works for me.
Need a second monitor or a tv for do.
I have a MSI with 120hz screen and a second monitor with 60hz...
I put for open the game with directx 9 and in the Menu of the game (before choose the character) and in the menu i select the second monitor for open the game. (need restart the game for apply).
So, in login i choose directx 11 and the game works.
Later in the menu i choose Window mode, i move the window of the second monitor for first monitor and put borderless window. and now is running fine in the first monitor.
I dont know whats happen if i take off the hdmi cable of second monitor.
Well it seems that SE don't consider the fact so many players are impacted by the direct X11 issue as a real one...it is not in the list on what they are working on...

If this doesn't get solved ASAP then I want a refund for the money I wasted on SHB which I cannot play.
Yeah its really annoying i dont know and dont understand why they think everyone can play the Game if so many write in the Support section. Thats horrible that look like if they think thats not their Business.
So solution worked for me too, i took the old tv connect it with HDMI notebook and make it to the Main desktop then Start the Game, take the hdmi cabel out and voila notebook can play ff14 XD ridicoulos

It's unfortunate that this is even a problem to begin with, and how switching to DX9 is somehow a solution, when it even says it's not officially supported anymore. And lots of us can't change the refresh rate on our monitors, so we're stuck either not playing or playing at half the fps we usually get and much lower stability. Sad.
Submitted bug report. Hopefully this gets resolved at least before the end of the early access period.
Frankly I'd have paid $20 for the aetherite earring alone, but it sure is disappointing to be unable to play at all when I was expecting to be able to.
Plugging in my 60hz monitor keeps it from crashing while launching with DX11, as does unplugging it afterwards. I also still get well over 100 fps in some areas, so I'm not sure why everyone complains about the "maximum (90fps)" thing.
Still, I shouldn't have to use my hardware incorrectly in order to make the game work.
