That is an impossibility in subscription based, and just general MMO. Lots of MMOs go down the drain because they made it too easy for content to be consumed.
It's a realistic fact that there will never be enough content for the price of your wallet. That is why "static content" are here to stay.
Next time you go to an all you can eat place, don't complain about the menu selection, the time restriction and the fact you can't take your food or leave the shop. It's simply the business model.
That's why elegant solutions are in favor of brute force solutions.
If you want a business model that follows your appetites, I suggest Guild wars, because they charge on content, not on time. It's as much as your wallet averages.
They simply don't have enough manpower to do what you want, that's why a balance is always reach. There is no 25th hour in a day.
What if they buff up the old content by adding a more difficult tier when the new stuff comes out? Possibly offering different or altered rewards. Adding replay value while keeping already produced cutscenes/areas/battles relevant. It would take extra time to put out an expansion but I would argue it to be worthy to the games balance.
