Yeah sorry my bad, Leogun is correct. Thunder would be your dots, as well we are able to cross class virus. Though usually best to use if no scholar is in the group
Fire II has more potency when there are 3+ targets, not 4. 1-2 targets = Single Target. 3+ = AoE
At level 60 content with FireIV it will take a lot less time to just burn those 3 adds down then fire 2 them, lol

I'm sorry, but you are incorrect.
Fire IV is 280 potency * 1.8 Astral Fire III + 5% Enochian = 529.2 Potency. Its 3 second cast time makes this 176.4 Potency Per second.
Fire II is 100 Potency per target * 1.8 Astral Fire III = 180 Potency. Its 3 second cast time makes this 60 PPS per target.
Fire II on two targets would then be 120 PPS, so Fire I or Fire IV is better. Fire II on 3 targets is 180 PPS which is better than Fire/Fire IV. Ending with Flare is an additional 1263.6 Potency (315.9 PPS).
If you are have Enochian up and are using Fire IV on 3+ targets and still ending with Flare, then you are having to transpose > Blizzard IV to refresh which is also a DPS loss.
In no way is Fire IV better on 3+ targets. The only exception would be if, mechanically you needed to burn down a specific mob first/quickly to prevent it from casting something.
