Person can easily possess empathy and simply no longer have sympathy for specific people or groups. Nowadays anyway a majority of the people claiming "emotional distress" in a conflict situation are just saying it in hopes of getting people to take their side via tugging at their sympathy strings.

I have loads of empathy for my family, friends, and even some mere acquaintances.
But empathy for complete strangers is maladaptive: a waste of a valuable resource at best and a way to get scammed at worst.
