Instead of an "If I can't have it then no one can" - how about altering competitions, so it still runs as normal - with real prize gifts for eligible parties, and an option for achievement/in-game token for ineligible parties...
Just a suggestion, but having those options opens it up for a lot more people, and with more people comes a more diverse way of looking! ^.^
Actually in the german forum no GM ever said any word to the competition why they only limit it to 4 countries. And i was asking if there was any reason for that within the last competition. Reading about the law seems to be right, but it looks a little bit like some one said it and now everyone think that this is it.
Actually i cant believe that my neighbours from germany have that different laws in gambling then me in austria. I can just say that we can go into casino with 18 years and loose our whole money there and no one cares... I get with the post sometimes cards where i can win a car if i am the choosen one (so no mail-junk). So do you really want to tell me that there is an issue with the law here to win a signed poster?
Mostly has to do with the fact that the rules need to be filtered through a lawyer to avoid them being sued or penalized. Doubtfully that is going to be a single one either due to multiple languages. Some places require the rules to be registered with a gov agency. And if local rules say to run it you also need to include translations of the rules in Derp Derp and Herpty Derp you need to pay to have it translated else you are breaking the law running it there. The fun really starts when you have places that require a bond to be put down for the prizes monetary value. Random places require taxes to be paid on the prizes value also. So yea. Multiply that by all the state/countries and it becomes a huge mess running it through legal. Easier to just start skipping places with costly rules. (Ex: Some states in the USA get nuked by the "Offer void where prohibited." phrase in the rules.)
I've no doubt that it costs them more to run a contest then the actual prizes value.
PS: Tagging a virtual item with 'No monetary value.' only works in some countries. So its not even safe to offer a virtual scarf to everyone else not eligible for the signed prints.

Why won't Norway let me receive welfare payments from them? It is not fair that i do not get what someone else is getting just because i am not a citizen or resident of their country. THIS IS NOT FAIR!!!!! I am going to boycott the Norwegian government.
While we are at it, why do we not all complain about Elbonia not letting us in on their free stuff and contests? EVERYONE, BOYCOTT AND COMPLAIN ABOUT ELBONIA NAO!!!!!!!!!!!!!!!!
That may be relevant if you lived in a town of Norway and were entitled to a payment or service available to everyone in Norway but the government only allowed the people living in a different town (no one else in the rest of the country at all) to get said payment or service. People are told that it's a EU competition but 90% of EU players can't take part because they don't live in that specific "town".
