Exactly. There are good players with skips and bad players who started at 1.
It all comes down to the individual putting in the effort or not.

I get that people are complaining about clueless people in dungeons. On the other hand, I have met no shortage of newer players on Dynamis who level skipped and had no idea how roulettes, item levels, or anything worked and they just incessantly ask everyone to spoon feed them how to do everything in the game and will explicitly refuse to read a wiki or any kind of self help or tutorial within the game. They refuse to look up anything and just dismiss such advice as unhelpful. I have gotten into the habit of just inviting them to Novice Network and letting them have at it.
I agree that it is possible though to skip and put in the effort to figure out how to play the class and how to play the game but this recent wave of newer players is truly something else.
Not everyone enjoys games in the same way. Someone wants to play just end game? let them. Tho they should spend time learning their jobs first. I have friends who have done this and are great players. Some of which have gone back and seen the story, some who have not. Thats their choice.
I don't know about requiring all of ARR, but at least requiring them to complete Hall of Novice or an equivalent tutorial would be ideal.
That being said, at nearly 5,000 hours played, I think I can count the amount of times this has actually been a problem for me on one hand, but that may just be a reflection of OP and I primarily engaging in different content
