Agalia was ok because we lacked gaudy all-gold armour for tanks but then we immediately went back to silver/grey/blue which was really disappointing to see.
To be honest, i think the alliance raid gear distribution itself is subpar. I know the intention is repeated attempts, but it just doesnt work well in the way that especialy for set completion you are massively relying on RNG (and we all know how RNGesus hates us).
So for this i would suggest a change:
Upon completion you always get a token. Potentialy with a weekly limit on them like 7 (1 per day with buffering?). These tokens allow you to obtain an undyable gear piece (2 tokens per head/arm/feet piece, 3 per chest/legs).
However, the raid itself still drops the 2 pieces at each chest, but isntead of 4 at the end, that now is also 2, but with 2 diffirent type of tokens. These 2 tokens allow you to convert a piece to be dyable.
Also, for those who dont care about the dyable part, we could also make it a tiered upgrade (ie. normal piece would have been 620, and the upgraded one 630+dyable). Especialy when it was released 620 was already a normal to obtain piece through tomes, so there wasnt realy motivation to get the gear anyway for its stats.
Dyable is one of the most important things on gear pieces to make them worth to collect. Without dye they rarely are good to use unless you want the set in its original color.
And by making each attempt always capable of aiding towards improvements, it motivates players to grind.
