Yeah I was coming here to say this. You do have the relic equipped? I worked my remaining Zetas recently on classes I didn't have leveled back in ARR and that does seem a little high for what I experienced. I was doing about 8 of them so I was farming for a while but the drops seem fairly consistent nowadays.

This. For an ancient now only for appearance weapon, it should be guaranteed.
