I feel like Asura is probably tied to the finale of the Hildibrand quests because the enigmatic mastermind of the story is strongly implied to have primal summoning on his agenda judging from the 5.3 stinger.

I know its a bit of stretch, but could this blonde haired goddess be Minfilia?
I feel like, now that we've had the bulk of the 10th anniversary events--and most curcially, the in-game ones--we can safely say that the blond-haired goddess is nobody. At least, nobody of in-universe relevance.
Like, at this point we've gotten one fanfest, we've had several big publicity events, and most crucially we've had the Rising, this time with two storylines, one of which is going to be permanent content. And through all of that, she's only appeared in the key art, which isn't even available in the game as a poster or anything. If she was anything more than a pretty picture, they would've pulled a trigger by now, or at least... you know, said that she's someone important, like they did with the Hydaelyn and Zodiark art for Endwalker. I really think she's just a pretty celebratory picture, I don't think she's anybody.
Or at least, she's not anybody yet. FFXIV's writers do like canonizing their non-canon figures, what with the 1.0 Trailer Squad becoming the Warriors of Darkness (and the 1.0 reveal trailer's tavern becoming the Crystarium's), and the promo Amano art for 1.0's special edition becoming Omega-M. But remember how those took a while to happen, in Heavensward's and Stormblood's patches respectively; I think if she ever becomes an in-game figure, it's gonna be so far out that we can't reasonably predict it now.
They're also in the process of putting together a mosaic of said artwork, created from submitted screenshots of 20000 Warriors of Light, reflecting on their time in FFXIV. So whomever she is, she's likely a part of all of us.
I can't call it a theory in good conscience, but... yeah, this was what I thought when they first revealed said artwork also.
It wouldn't be that much of a stretchif the devs and players both hadn't established they hate her to a frankly uncomfortable degree, given how much build up she got (most of it in 1.0, admittedly), her closeness to Hydaelyn and how much of it... amounted to nothing, as things stand right now. It would also make sense for her to be part of the 10th anniversary given her involvement in ARR, the beginning of our journey, even if the writing failed her at every turn... If they wanted to have someone take over as will of the star, I'd argue she's in a good position to do so?
