They didn't know people would pull everything at first (so the earlier dungeons have no walls), but they did react and design dungeons to have walls every 2-3 packs so that you can't "pull the entire universe" even if you want to.
But when I did WP in early Heavensward, I got attacked by someone, not for "not pulling" but for not pulling the right way. They had expected a big pull into a caster LB in WP. So it became fashionable very early.
There weren't a lot of dungeons to do big pulls in then, either. The leveling dungeons (prior to level 50) have a more tight sync and doing big pulls in those is much more risky, especially back then before our countless battle system changes and potency changes.
It's not standard even now like some people say. A lot of people do big pulls, but a lot of people don't, especially with the high chance you have of running into a new or inexperienced tank in a dungeon.
