I really wish NG+ quests would give exp. No gil, no items, just exp. The exp given could be maybe half of what the original quest gave. That way one can ultimately have a more scenic route alternative for leveling alternate jobs, as opposed to doing endless roulettes.
New Game + does give rewards. It's all the Gil, Exp, and items it gave you on the initial way through.
I don't think it should give any item rewards, but it should give XP. I'd go back through and play the MSQ over and over again to level jobs I don't feel like grinding. I had to make an alt to experience ARR through ShB again on a fresh character to see the changes since it was current content while getting XP for my efforts. It sure would be nice to be able to do it on the main instead.
I don't think it's really there as a piece of content that you should be rewarded for completing. It just exists as a way to re-experience the story.
If you add any kind of incentive for doing so, you're just going to get people abusing it for the rewards, which kind of defeats the purpose.
Oh, and remember, any reward that is easy to get, and not easily seen will be farmed the instant the bots figure it out.
Whatever point in the plot ends up having the best reward for a given period of time will become very hard for a normal person to run if they are competing against hundreds of bots.
