Many people do suck at their job due to power lvling, i agree. And then get frustrated when they can't beat anything cuz so many ppl suck. This is why i do no big fights with pick up groups, and the "content finder" or w/e they add will probably be full of fail.
Update. Just got one of my newer friend in an Ifrit party. He survived even past hellfire and this was only his second attempt. Just takes patience and someone who can explain things :D

I've successfully taken people who have never done CC/AV/Ifrit (not Garuda yet) to a victory in these battles. It's not that difficult to be honest, nor does it require any TS/etc type technologies (although this need can vary depending on whose in the party).
The key I find is:
1) Have at least a couple people who know the battle well (usually a well experienced tank is all you need).
2) Be able to spew out directions beforehand and during the battle (and make sure to highlight important parts, i.e.: who is going left/right in CC, when you stop to do flare in AV, how long till use sentinel in hellfire, etc)
3) Make sure everyone has filters on so they can actually read directions.
Note: *I* can type 100wpm while playing, so if you can not, you may need to use things like TS/etc.
Note2: Having a strong group of experienced players is best argued for when you are trying to do speed runs.
But to be honest, all the content is so easy you can do it at all with a pick-up group (speaking from experience as most of my wins are from pick-up-groups).
I think you touched on the key point here:
SE has created a world where rewards are so rare and accomplished only through REPETIION (rather than COMPLETION), that we optimize by focusing on maximum repetitions/hour. And the only way to do maximize that is to go with a static group.
If you have to do 100 runs, you would rather do it 15 mins each with static group, than 25 minutes with pick-up group. That 10 minutes becomes 1000 minutes (an extra 16 hours).
To touch on main topic:
I notice many people from my LSs who used to be active not be so active now.
I also notice many new faces.
I also notice that a lot of content is now mainly being done within LSs (Especially Garuda and Hamlet).
I also notice a lack of anyone doing content such as the first 3 strong hold gold coffers.
All of these combined give the impression that players are leaving. I do not think that really is the case. I think it is a lot more of the 'experiened' players playing less and only playing within their linkshells that give this impression.
I'd love to see locked content and see people whine somemore, because when it comes to locked content, people will only invites the jobs with the best succesful rate and safest so they dont waste their timer.
When it's already happening now, it will get multiple times worse if locked content happens.
Only reason why people i've talked to are leaving is because certain things are to hard to level up & the raids like AV & CC where you need to kill a monster stand on 1 foot, tap your toes togeather 3 times & beat everything in 3 mins or else no chests crap.
(well the raids are my words but theres were : "its because of the B/S invovled in AV, CC & when you kill something you should be rewarded but were not!") & the lack of drop rates, lack of solo or 4 person events, very rarly is it due to real life or other things.
I was going to leave because of lack of solo ways to get decent seals + above, but meh to lazy to leave
