Ahhh, someone described it as a dream dimension or something along those lines. Which could still relate a bit. Alternate dimension - alternate perception. Kind of a similar "what if" vibe.
I definitely think they have some places they can go with the concept that would be quite interesting.
I'm honestly expecting for our character to just find Zenos drinking tea in cafe somewhere. Wol: "how the hell did you get back!?" Zenos:"I have no idea but my current theory is some powerful entity sent me back just to mess with you or something"
Zenos will be just like the hornbill in Shadowbringers. He'll just kinda be there, watching from the background, with no purpose or explanation.
Yoshi P made it clear that he is dead. In fact Hydaelin is dead-dead. Like super dead. So dead that she doesn't even exist anymore other than the world she created. Her soul was used in her trial against you. She's not coming back and neither is Zenos. If Zenos comes back he will be a baby with no memories or special abilities from his old self, he'll be reborn anew like anyone else. The story of Zenos is over and now we are transitioning to a whole new story because that was their plan -- to end this story because they were tired of trying to fix 1.0/ARR.
IMO, the current writers chose for him to be over and done with. (as mentioned by another, that this time he decided to burn through everything he lad.)
but future writers might still revive him, since they may run out of ideas, and want to revisit this. Im not saying it WILL happen, just that its not unreasonable to assume this might happen.
Not to mention we've seen him not breathing before. There was also the mention of how he's in a dimension where our laws don't apply. It read as very tongue-in-cheek and is the sort of thing I know I say to my husband when I'm trying not to lie but also not spoil something. Especially with how clear he was with other deaths that were asked about. He also straight told us he couldn't explain why Zenos became a reaper. I have multiple theories on how they could do things, but we'll have to wait and see.
Zenos having some sort of connection to the 13th and having us investigate it partially because of that would be interesting. :) Especially if his Avatar is running amok on it's own on the Source or it purposely leads us onto something regarding itself, its relationship to Zenos and hinting at his current status condition and whereabout, if he's still alive, and its connection to the 13th.
That was the one thing that disappointed me in Endwalker. We really didn't get to see much of him. Would have been nice to clash with him a few times while taking down the Towers popping up all over the Source, similar to how we would do throughout Stormblood. would have made the struggle to stop him and Fandaniel from destroying the world feel far more pressing than what we got.
Also, in Stormblood he was forced to be Legatus and overseer of both Othard and Ala Mhigo against his will. With no one to truly give him a challenge against us while doing a job he absolutely despises, can you blame the guy for just waiting around for us to finally get string enough to face him? xD
Zeros has fulfilled his goal, satisfied his goal, and served his role.

Why should Zenos get a new Job, new Gear, new Name even, just to die so cheapass at the end of the Stars? Just cause you Guys don't like him cause he is a different kind of Villain, doesn't make him boring or even useless. He has just a different Story which we don't know about yet.

Honestly with Zenos nothing would surprise me he could show up outside our inn room saying" Greetings have you heard about the glory of the one true god Yoshi P?" and I'd still go yeah this seems about right
I'd quietly step outside, take a deep breath, and very serenely torch the building.
