Id like to address something about this.
Players like to know they havent reached the end. So if they know Ultimate is still the final stop, but probably never even attempt it, they will always feel like they havent actually "finished" raiding. In a similar way, Bozja/Eureka are great for the *really* casual players who also wont ever do them. They know its casual enough they COULD do it, but of course dont, but still convince themselves "one day, ill get around to doing that, its not over, i have more to look forward to!".
This is rather important to the game as a whole, and easily not even noticed by most players. Keeping that distant goal on a stick, is helpful to more ppl than those who actually do/clear it.
(This is also why BLU suffers long term commitment. It doesnt have the same goal for raiders. It DOES have that long term goal for casual players. Which is probably why half the players love BLU, and half hate it.)
