It's also a completely different mount to your Company Chocobo, even the 1.0 Company Chocobo, so exactly where the Legacy one came from, is anyone's guess (but the singed feathers all but scream "it was at Cartenau and barely made it out alive").
As for why to keep it special? Because it was a specific thank you to players sticking with 1.0 right when they needed it the most (as in, paying for subscription when they finally turned 1.0 subscriptions on as so many players abandoned the game at that point). It was part of a bigger package that Legacy status gave - day 1 access to Phase 1 of the ARR Beta Test (I still remember all the vitriol on this very forum about that), permanent reduced subscription fees for ARR (Legacy fee sub tier has all the benefits of the 'standard' fee sub tier but only costs the same as the 'Entry' tier), and, we got our names in the end credits (under 'Meteor Survivors').
The Legacy Chocobo thus is specifically associated with this attainment, and so SE making it available again would go against everything Yoshi has said in the past about the principles he abides by in helming the development of this game. He simply is not going to throw Legacy players under the bus again like that.
