What determines where Duty Roulette puts you?

I really dislike being level synced, but just avoiding the roulette and running dungeons directly doesn't take much longer if at all in my experience. As a tank/healer, you'll get in fast. As a DPS you'll have to wait a little while, but not a huge amount of time.
