Thank you for your response on this, I was one of those impacted by the bug in the relocation feature, losing out on a house. 12 wards on Cactuar's Shirogane were gone within 10 minutes, the rest within 5-10 minutes thereafter.
Ever since the launch of the new housing I've seen many party finder and reddit posts full of WTB & WTS housing. If I were to offer a few suggestions I would A) Restrict housing to 1 personal & 1 FC house per account. B) Require a 24 hour wait from the moment a plot is demolished to when it may be sold again.
I feel the addition of these changes would possibly allow more players to purchase a house for themselves rather than a few individuals buying up several plots (see article from Kotaku titled "Two Final Fantasy XIV Players Buy Dozens of Homes, Spark Debate Over Housing Shortage" published 7/6/2017.) There's alot to enjoy, even though the biggest feature for me did slip through my fingers.

I am a bit concerned over the secret changes to the way housing is purchased but one solution is staring you in the face, Yoshi-p. Apartments. Allow us to add tenants, and give us the ability to buy improvements. As a suggestion:
Stage one: Standard apartment room, allows one tenant to be added.
Stage two: Adds small, instanced outside yard, and basement. Allows for the placement of 20 pieces of outdoor furnishing, one garden, boosts interior decorations allowed to 200, grants second tenant allowance (Apartment will be the same size as a Small House)
Stage three: Increases size of the yard, adds second floor. Increases outside furnishings to 40, allows for a second garden, Increases interior decorations allowed to 300, grants third tenant allowance (Apartment will be the same size as a Medium House)
While not necessary a fourth stage could be added that will increase the size and functionality of the apartment to the same level of Large Houses.
Naturally the prices should go up but should never exceed that of Housing.
Please consider these changes. I feel they will be a massive help when it comes to the mega-servers like Gilgamesh and Balmung.

Sounds like new wards, I was hoping for a new subdivision.

So 8 new districts (was hoping for 12)
So thats 8x30x4
960 new houses.
96 new larges.
I was hoping for 1,440, and 144 large.
This line is interesting.
Almost makes it sound like FC housing priorities.
Because I gotta tell you, in my ward 3. 22 of the 30 houses are personal, and only 8 were FC's.

I'm still really nervous, but! I'm super happy to hear there's already a response. Honestly if I get a genuine chance to just grab a tiny house for me and my friends, anywhere really, thatd be really nice.
If I may, I'd like to suggest a possible way to resolve part of the problem without completely unlocking housing limitations: introduce FC-only wards.
These would be wards that FCs must move their houses to before a certain deadline. This could come in the form of wards composed only of large and medium plots, since most FCs tend to take up large plots any way.
There could also be additional limitations to how Housing works for FCs, i.e. limiting FCs with under maybe 10 members from purchasing plots (or even locking the FC level from going that high without a certain number of minimum members in the first place), and while a suggestion like this would piss off those tiny FCs, there's no real way to satisfy EVERYONE ever; the most you could ever do is just to make -most- people satisfied... which is unlikely to happen, especially in the context of those congested servers.
Might be something to consider... maybe.
Nice! Glad to see a quick response. Here's hoping they don't do a lottery system though, have a few friends in the Japanese servers and they say a lot of people are pretty content with the idea of lottery for new housing plots... kind of have enough rng in this game don't want more. XD
Prioritize FC over Personal plots. Something like: For the first 24 hours all available plots are available for FC purchase only. After 24 hours, non-taken plots will become available for personal purchase at a discounted rate.
There are far too many FC's left homeless due to people snatching up personal plots. An FC with multiple members (and actual in game uses such as workshops) should be priority over someone having a fun time decorating. 3-100+ members per FC versus 1 person holding a plot... It's a bit crazy.
And it should be 1 Personal and 1 FC house per account, not by character like it is now.
There's also the other problem of tiny FCs with like 4 members taking up a whole large FC house. Clearly there needs to be more limitations or people are just bound to abuse the system.

It will certainly not prevent speculation here on the forums - encourage speculation is more likely.
What it will prevent is market speculation - where people buy or sell or otherwise prepare to make money from this. If people do not know what changes will come they cannot make preparations beforehand.
I think that will only make people camp the placard. Though, might be slightly better because the players who failed to get a house will blame trolls instead of the server.
I could really see the ones who were up to no good will find a way to disrupt others.
Trade cancels, Covering the placard with fat chocobo, holy spams, spreading false information.
And it might be just like Ixion farm all over again, where people couldn't get in the ward, because there are too many people in the ward due to people camping in the ward.
At this point the minimum I think should be achieved for 4.2 should include all of the following:Seriously I won't know what to call the FFXIV team if 4.2 is yet another log-in war to get housing plots.
- One private house and one FC house per service account per server, including already owned houses.
- A person loggin in 48 hours after the new wards go online should not be disadvantaged when compared to someone who got in 1 second after server went online.
My suggestion: one week before 4.2, everyone can bid for plots at the placards and gil will be deducted in full. You get one bid per service account per server. You can cancel a bid and get your gil back once every 18 hours. You get to see how many other bids have been placed at each placard. During maintenance, one lucky bidder is drew randomly by the server and the plot given to the bidder. Everyone else's gil is refunded.
Afterwards, relinquished plots will all have a 72 hour bid time, and a lucky bidder drew at the end of the countdown.
EDIT: to clarify: the "bids" are at the system specified prices, not free auction bids. If it started at 3.75 mil, all bids will be at 3.75 mil. It's not a highest-bid scheme, as should be obvious from the "system random draw" part.

Most peoples had problem with the login & with the launcher not responding, therefore delaying login and then once they were able to login... there was a massive queue or even error while queuing.

I have also seen many that were able to find a free plot, but when trying to relocate their existing house, they received an error, even though the plot was free.
I just feel that most people were after a large plot, but there just wasn't enough housing availability and many had settled for small or medium, if they were lucky enough to get a house in Shirogane.
Adding extra wards does help with availability, but I would like to see more Medium House and Large Mansion plots being offered. Also another increase in outdoor furnishings slots would be great!

This is a bad idea. You'll just get a bunch of people who do RMT and buy gil. You'll get a gil buyer who buys like 100-200 mil and put that down on houses and then no one that worked and crafted for gil will get a house.

Not expected this. However I don't think this will help unless they implement some preventionsystems in place.
Last time we got wards (like some already stated) was sold in minutes, how is going to be different this time?
Are there plans or possibilities to increase the amount of tenants per house, or scale them up with housing size?
How about having private housing on a different area and FC housing on another. Example, when u click the Town Aetheryte, there is an option to go to (Private Housing Ward) or (Free Company Housing Ward)
Then bound private housing to 1 per account. There is no overlapping housing between private n FC so it should be possible.
As for increasing the wards/division, unless its by a huge amount it won't solve the lack of housing issue.
The biggest problem with tenants is they don't reset the demo tiners.
This then means that people who would share a plot have there own because they don't want all there hard work building and furnishing a plot tied to someone else's subscription..
Even if a tenant uses that house every day. The house will still vanish if the plot owner takes a short break and doesn't log in for a month even if the house is still being used every day.
If they simply allowed the demo timer to be reset by tenants you'd probably find a lot more people willing to share plots.
I have a large in shirogane which I'll start furnishing at somepoint. But 3 of my friends also got larges. We've been friends for like 17 years now sincr ee met in xi. And would all happily share the same house. But not gonna happen with the way tenants currently work

My Free company was unable to upgrade our Fc from a small plot to a medium one due to the house rush when the patch launched. The players who had the funds were locked behind queue time and all the medium housing was taken by the time they were able to log in game.
Please make it so you can only have one personal and one FC house PER ACCOUNT. I'm so sick of FCs/people owning entire wards between characters, and majority of them sitting empty and unused. Make it so people have access to their house while on alts.
For the love of Lakshmi, fix or reduce the amount of issues people get when logging on right after servers come back up. And for heaven sake, crack down on those house flippers!! >:(

Now let's just hope that you really learned from your mistakes this time Mr. Yoshida, and that the 4 months wait are worth it and everyone has an equal chance to get the house they want in the zone they want and the plot they want.
Not just another login race filled with despair.
I do hope that whatever the plan is, it's not another band-aid of more wards and calling it a day. Nor do I think a restriction based on progress to prevent 1 person buying many houses on multiple accounts would work because, a bonding ceremony ring would be all that they need to circumvent that. It'd have to be a real fix to cut off the player-based housing market completely, making it so it's not a rush every time there's new houses or apartments open. The fact that apartments have been filled up as well, is a problem.
A new player is in no way able to experience a part of the game because of a lack of forethought in housing. It's a shame.
EDIT: On a personal note, I would gladly give up my housing and apartment privileges if it meant I could have an instanced house not chance of demolish. It wouldn't be in the way of anybody, nor stop anyone from buying their own.
If they are adding more wards i will kinda expect the same fate.
I really dont want to go thru this lobby kick and racing against people with the same stress level as me and everybody.
