Well the fact it's an optional mount you pay is an excuse to give it the flying ability. You pay it, so you should get everything it can get.

most likely, Slepnir is a stallion born by Loki who at the time was a female horse. (norse mythology is odd but cool)

Saw a jp dev blog and Sleipnir will fly in 4.1, and witch brooms will have a sparkle ability.

If Ixion horse mount can fly why didn't they make Sleipnir mount able to fly the same time. They would both fly the same way since there so close to one another.

That's just google trying its best to translate Japanese. I didn't read the whole page, but the actual line in question,

There's no mention of gender. Japanese people don't usually refer to people as "he" or "she", which is why it's a lot easier to have characters of ambiguous gender in Japanese anime but the English dubs usually struggle and just more or less assign a gender to them (but maybe have it be challenged at some point in the series).

They are referring to the myth around how Sleipnir was born. Loki had turned himself into a mare to distract a blacksmith's work horse so he wouldn't complete a bargain. Loki got knocked up by distracting said work horse and the result was Sleipnir.
