Server merges is a different story. If there are names on level 1's that haven't been logged into, in 2-3 years, why should they still be taken? 45 days is way too extreme due to natural disasters, people being deployed overseas, etc. But 24-36 months? Without logging on once? That account is either dead, or the person doesnt play on that server. Ever.

Under Lv 30 - 6 months
Above Lv 30 - Be within one expansion of the current one. So if a Lv 50 character quit before HW and hasn't paid their sub since, their name should go back into the pool when 4.1 is released. if they paid anytime during HW even if they didn't buy HW, they should be fine until 5.1.

I'm not a fan of the idea of names being deleted for inactivity.
If you want something different, get more creative. If it's already taken, then you likely weren't being very original.
