The WoL grows stronger and stronger throughout the story. The WoL meets more people and more people put their hope and faith in it. I feel that the WoL is a grand summoning by all those who believe in him or her. This can be supported further during the assassination attempt on the sultana where the WoL loses its power as people lost faith in the WoL. A common theme in stormblood with Zenos is to harvest rage from people. Zenos is the opposite of faith, he is despair. He is the other side of the coin to the WoL - he is or is related to the grand summoning of despair. The more anger and despair towards the empire, the stronger he grows.
