Literally no downsides doesn't make it good, or even worth noting. It makes zero impact on the gathering experience beyond shaving a few microseconds off of your downtime. You're still downing cordials like they're free shots, you're still sitting around with your thumb firmly wedged between your buttocks for a long time doing nothing while your GP meter regenerates.
Every ability we've gotten from 60-70 has been a solid quality of life improvement, even if it's not necessarily the most useful thing ever. If your husband/wife makes you a clay mug for your birthday you'd be disappointed the same way you'd be disappointed that the trait you've been working to 70 might as well not even exist for all it does.
