Why are crafting/gathering sets in Stormblood class locked?

Levelling gear never was.

HQ lvl70 properly melded is better than current yellow scrip gear possibly except the MH.

I only checked them out today and god, this was such a huge dissapointment to see that they're locked :c
Couldn't they find a different way to not let people wear DoL/DoH gear in dungeons?
I hope they'll change that in future patches
