IMO Swiftcast is mostly for Shadowflare unless you're doing some rough progression.
For standard content, if people manage get themselves killed despite my efforts to keep them alive, they can wait for the economy rez.

Swiftcasting shadowflare is almost a 20 pps gain. Dissipation, when used for Energy Drain soley, is a pps gain of 450 with a possible pps loss of 190 (loss of swift shadowflare and a gcd that could have been a broil, resulting in a pps gain of 260, unless resummoned during downtime, then it's the full 450.) Using swiftcast to raise is a minimum pps gain of 340 (two broils.)
As a Scholar you're always doing little bits of math to determine which is better at that instant. At least that's how I feel when playing. :]
