[Devs] 3x Skill bars in 2.0

Yes, it works like the enemy target filter

i would also like to be able to lock my bars to my screen so that they stay up when im inactive. When i play mage and the target vanishes, its really annoying to have my bar vanish.

Yoshi-P already confirmed that we will be able to see more then 1 actionbar at once... maybe a larger one or 2-3 at the same time as you proposed.
