Sorry but the other person is right, a dungeon run has a time limit of around 90 minutes for most. A run can take anywhere up to that limit even if it is very rare to take that long and when does it tends to happen(ed) with few EX trials or back when everyone was learning coils for example. If you plan to take part in it you should at least try to make sure you have enough free time to take that into account when sign up for such. If I do not have enough free time to allow for a full 90 minute run I personally will not sign up for that (potentially) 90 minute run and instead do something else like beastman tribe rep grinds or crafting/gathering.
Now that is something that made me laugh :P - just getting on the ":P" hype train. :P
I love how you used the uninstall the game argument, because it is exactly what the "anti-harassment" brigade of fairy-autorunners loves to use.
If the dungeon takes 20 minutes (the timer is bullfrog, maybe we could lower it to something like 30 min and above that would be fail? Funny idea :P) with normal group and you have only 30 minutes of playtime etc, I think it is completely fine to join in.
In the case it would take longer than that you can always leave and it is totally okay. The group might be stuck for a while getting a new person, but such a group most likely does not care about the speed of run much so they would not mind waiting few/dozens minutes.

You forgot to add a special clause for Mentors. If any of these actions was done by a player with Mentor status, the penalty and duration should double.
I personally like OP's idea. My only addition is that whenspriggan-headed childrenrude players get degraded, they get a sassy message ending in ":P"

Make it one. If can only post one thing a day people wont be so keen to waste it on trivial things. Do the same thing on twitter, facebook, reddit and youtube too aka limit to one post/comment per day per account holder. Not many people would be willing to make a new account every time want to make a new comment or post. The amount of vitriol, bile and trolling on such sites would drop dramatically. The downside is expect to see more walls of text in those singular posts. :p
