This is kind of an odd request if you ask me...
My FC technically has three members... Me, My husband, and a friend of ours. However, we each have alts that are also in the FC bringing the total up to 7 or 8 members. As we go we may invite other family members or close friends, but we ultimately kept it this small for a few reasons.
A. We hate drama and the more people we were involved with the more drama ensues (This isnt an everyday occurence, but just a personal choice)
B. We were in a larger FC that had started building Airships, but only a few leaders/FC master were able to use them, profit from them ,etc... We decided we wanted to be able to have our own airships because this wasnt fair. We now have our own airships and as we receive high ticket items we disperse them amongst us, or sell it and disperse the funds equally.
C. We were not interested in raiding anymore because of you guessed it.. drama... and so we saw no desire to invite more people to our FC.
There were probably other reasons, but Ive forgotten them.
I dont see why there needs to be a Free Company tax on smaller FC's? They are already small, and we dont really hurt the other FC's in any way except for housing space. and really that is probably more bogged down with singular players owning personal houses rather than small FC's buying up property.
So, really, what other personal reason do you have to want to tax the smaller groups for the benefit of the larger ones? Because all this over a taken FC name seems to be a bizarre request.
Well, if it's just the tying up of particular names that bothers you, then there's other ways to go about it. I have seen the same discussion come up regarding character names.
If I remember I think SWTOR has (or had after one of the expacs) a system in place where if a player hasn't logged in in so long the character's name reverts to nothing. This frees up the name for new characters. So, if/when the original player ever logs back in they have to rename all their toons. I'm pretty sure it does the same for guild names as well.
It's certainly a better option than putting more restrictions on FCs or outright deleting toons, as I've seen other people suggest.

Ahhhh so this is about you wanting a certain FC name.
If single players had the ability to get buffs, purchase exclusive items for their home, or design crests to put on their own gear, maybe there wouldn't be as many single-person FCs. Not everyone wants to play in a group, but everyone wants to take as many in-game advantages as they can, so yes, they buy signatures. They're only coping with what the game is giving to them.
As for the "less than 10 people" comment... any group of people is a group. My FC is composed of 4 people and we have been friends for almost ten years now. Our alliance is not any less righteous or good than any 10+ members free company out there. Quantity equals not quality.
That would be pretty annoying IMO. As someone who primarily plays with my wife, we have our FC for the buffs, the house, the chocobo stables, and we use it as our HUB. We meet there, login there, logout there, get our gear fixed up, craft, trade, etc. One of us basically needs to ensure we keep a sub time up every 45 days or so just to keep our home we all ready threw cash at. A tax is just unnecessary. Besides I have RL friends who come back randomly and while they might not utilize the HUB we've built, it's still nice for them to a general place to chat and "hang out".
