Yes, but many people bought it thinking they would be able to use it in current content, forever. They kind of got robbed when Heavensward came out, and it turns out the mount they bought is now useless.
I don't have Slepnir, but I do have the primal ponies. Yes, it's great that Kirin can fly, but if I had known that I would only be able to use the rest of the horses for 1% of my playtime, I might not have bothered to get them. I'm sure people that bought Slepnir before flying mounts were introduced feel the same way.
I'm surprised they have yet to make Sleipnir fly in FF14 since in past FF games and mythology Sleipnir is know to have the ability to fly.
We also know in FF14 Sleipnir is not a ordinary horse as he can even change his own "size" to accomodate the rider.
SE has been focused a lot on getting all the old mounts to fly through these updates lately.
They even have a concpet that suites Sleipnir flying animaton with Fenrir already. Just have to adjust the animation to have dark mists as Sleipnir flys since he is a warhorse of darkness.
Look they sold you slepnir because they knew you would pay for it and that it wouldn't actually cost them any money to put into the game (Mount and most animations allready existing in the game)
They would have to do "Work" to make it fly so that's a no go. Buy a flying mount if you want to spend cash to fly!
I'm not sure about the missing leg, but IMO it will eventually fly. The question is where is sleipnir on the devs' priority list though :P
Making it fly is fine. It's a magical creature that may not even be a horse, but could be taking the form of a horse to make its original rider appear more inconspicuous. Who knows what it truly is or if it's linked to Zantetsuken or Ragnarok or Urth or Allag or whatever. There's no lore actively preventing flight! Giving it magical flight powers makes more sense than the Adamantoise and Fenrir (which are both still awesome) so the only people arguing against this are just actively being grumps.
I'll step in for him and say that I bought it at a time that flying didn't exist. Now that we have flying, and Slepnir has been shown of being able to fly in this very game, there's zero reason for him not to. If they can go back and make Kirin, the turtle, and Fenrir fly, as well as go and alter the other three magitek mounts to have blasters, with the red and white ones being done after they were added to the cash shop, then Slepnir should have honestly been priority one because it was a paid mount. Plus, now that flight is a thing, having it able to fly makes the purchase that much more attractive for new customers.
There could be many reasons why they're not prioritising this. Maybe there isn't that many people who have the mount? Or maybe they just think it's better to prioritise mounts that are not part of the cash shop? The latter would definitely be a very noble reason.
As far as the 8-leg thing goes, SE have always borrow wildly from different mythologies and religions, but have added their own flavour to them. I think this is perfectly fine, so I don't really mind that Sleipnir is missing some legs.

It would be nice if it did get the ability to fly. Otherwise I like it the way it is, doesn't need any sort of design overhaul.
Can't wait until we get swimming mounts if we get a underwater style expansion and traversal method.

Looks like buyers remorse is setting in for some people.
Currently you get one for free that has been included in all content in the game so far. Your Chocobo. It's only fitting that it's the only constant companion you have and should be able to follow you through all such content expansions.
I have a disdain for cash shop purchases myself and the fact that cosmetic mounts have become such a forefront to content development at all. I would have rather them focused on making your chocobo more customizable giving us a way to make our mounts all unique but feel realistic within the game and lore. Riding around on Behemoths and Twintanias really take away from how impressive these monsters should feel just to be seen. It's hard to be like "Holy crap it's a behemoth!" when 20 guys roll passed you riding one.

Maybe because Sleipnir can fly on other FF titles and in his own (norse) mythology as well? Like, y'know... how he's supposed to? It's understandable why it didn't before HW, but there's no reason to why it shouldn't now. Lorewise, in and out of FF fanchise, it makes more sense for Sleipnir to fly than Fenrir in the first place.
It frustrates me that even Adamantoise, a turtle, can (awkwardly) fly while demonic/mystical/magical "ponies"/horses are tied to the ground unless you collect all and super sayan them, regardless of flying horses being "a thing" on FF fanchise or other fantasy titles (or even the bible lmao). SE, please, show us some sense instead of making a wolf fly, or tank mounts, or the Gobbue that everyone's asking about. No, just.... no. Then we get an expansion with swimming and what? Everything should swim?
I own Sleipnir but I don't want it to fly ..... I actually want them to fix the PvP war horse bow legs at the rear .....
They're not talking about that they're talking about how magnificent these monsters are and how they're trivialized in XIV since everyone can get one
example, meeting a behmoth in a dungeon in any other FF game could mean a game over but now everyone can just put a saddle on them and ride them.
I personally don't mind, it's just for fun and people obviously like it. I don't play enough FFXIV to care but I can see why other people are bothered by it.

See how silly your argument looks when I apply it to every other pre-Heavenswarn mount? If every other mount can fly, then so should Sleipnir.

Not just missing legs, but the legs he has are half the length they should be
I don't care about the legs, but it should fly, not because "everything else flies" but because Odin mount flies in most FF games i've played, example of FF IX and XIII.
