It isn't the mats that are rare, but the fact that you need to be a specialist who can HQ a one star recipe. Even with all my classes at 60, I have a low chance of getting HQ on those items due to not bothering with Red Script grind and low total CP. Even if I WAS super equipped to make the items, I would only have the ability to make 2 of the unfinished products, and one finished product, due to being a bsm, ltw, wvr specialist.
