I love when I stop reading the comments because it's just 2 people bickering back and forth about fanciful speculation.

Already covered that babe.....Doesn't negate the purpose of the example though. But yep it was a pointless argument to have. Nevertheless it's done now, can't be helped. However foolish responses such as yours and Tharian's proves FFXIV will never have a great community.......people here always have to make it an argument about their knowledge on past FF lore, which serves nothing but to pore out negativity into the community....shame on both of you.
BLU in XI was plagued by a number of problems, unfortunately. Especially in the days when 75 was the max level.
For one thing, they lacked a native refresh spell, so MP management was a real chore. Their most damaging spells were multi-hit and fed enemies a fair bit of TP, which meant them using their special moves much more often. For those that never really played XI, when mobs reached below a certain level of health, they would automatically use one of their "TP moves" after it obtained a certain amount from being hit by the player(s). For most endgame NM fights however, people would sub thief and do sneak attack (preferably alongside trick attack with another tank) and then cannonball behind a mob, putting out nice spike damage if you had the gear for it. But even that was hindered by cooldowns and not being the best of ideas in some fights. Moreover, their main weapons were swords, which had very poor WS options in contrast to other weapons.
Now, as for how it could work here, its bread-and-butter spells could be obtained by fighting a given mob with the desired attack during a quest. They could have twin sword combos gained via leveling up, along with maybe an off-GCD move that boosts the effectiveness of your next blue magic spell but have it become stronger the less TP/MP/HP you have.
I would've added this to the above post, but alas, character limit.
