Most likely i guess. Either that or it could be a multi-disc since everything rounds up to roughly 30gb. We won't know till it is launched.

PSN wont even allow you to pre-order the bundle at all its not available for purchase or pre--order till the 23rd. You have to buy the expansion as an add on to ARR for 39.99. AT least on PS3 store not sure about PS4.

Go to gamestop and put $5 on Heavensward and get an early access code on the receipt then just cancel the preorder. Problem solved!
