Yep, people have done testing quite recently that showed that Spell Speed was affecting pets, although the cooldowns explicitly were not reflecting it. This is why people think it might be a bug.

Even with spell speed being "useful", you still dont wanna trade SS for crit and det on your Build. Losing crit and det for SS is a losing battle.
