You're misunderstanding. I don't mind cursing (I do a fair bit of it myself) but I've seen people say some truly foul and offensive things on /shout. Racial slurs, harassment, etc. Those are the sort of things that I'll report as well as blacklisting. I value the GMs' time too much to bother them with everyone that says a four letter word, though.

If anything, I wouldn't mind more shout convos in my ward. It's actually pretty quiet most of the time. Sometimes I hang out in Mor Dhona or Coerthas just because conversations in shout are interesting or entertaining.
The only shouts I've seen in my ward were for the occasional beach party.
Which is great fun.
honestly I believe the events should be held in the home city's instead of main city's so the shouts bug this person even more.

I myself dislike /shout in most cases; but guess what? I use the function that developers put in the game to keep myself less annoyed.
You're honestly spending more time and energy arguing a point that there is a majority of people out there who dislike shout when truthfully the "Majority" you speak of, does what everyone else does. They filter shout chat to a different window and move on. But for some reason you're incapable of this option for yet unknown reasons. So technically you ARE considered the minority, because as I said before; the majority filters the chats.
