The guild leaders of both the Arcanist's and Armourer's Guilds are Mi'quote. They don't lead city-state's, but it's still a leadership position. And there's the Nuhn in Forgotten Springs, who seems to be the leader of the U tribe. (Or perhaps just of that portion of the U tribe. I'm not entirely certain whether he's the tribal leader or a tribal leader.)
Judging by the way the two Tia's vying for the Nuhn's position in Forgotten Springs want it in order to take a leadership position in the tribe, it sounds as though being a Nuhn may be a prerequisite for being a tribal leader. So not all Nuhn's are leaders, but it may be that all (sun seeker) tribal leaders have to first be Nuhn's.
Well, since the padjal aren't born as padjal, I'm not sure it's really accurate to think of them as a race. A few hyur become padjal sometime in adolescence or early adulthood. But does that mean they stop being hyur? Certainly they're changed after that, but I'm not so sure it'd be considered their race that's changed.
??? Nanamo isn't the leader of Ul'dah. She is a figurehead. She even says that in main storyline when refugees try to come into the town. Raubahn leads the Immortal Flames AND is a member of the syndicate. The syndicate is the oligarchy of Ul'dah with all having am equal vote. He has just as much if not more power than Nanamo. also Minfilia is Hyur.

Come to think of it, even in FF11, Mithra does not really have a real leader either. All the Mithras in the Windurst are basically under Star Sybil's command.

The Padjal (角尊, Tsunomikoto?) are mysterious, holy figures in Gridanian culture in Final Fantasy XIV. They are seemingly unaging children born rarely from certain Hyur bloodlines in the Twelveswood, although the exact age at which they "stop aging" varies, leading to some discrepancies in their "apparent" age; some (like E-Sumi-Yan or O-App-Pesi) forever appear like preteens, while Kan-E-Senna appears more as a "late teen" of sixteen or seventeen years of age. Their age shows in some ways, such as grayed hair or dull skin tones, but they retain their youthful shape until death.
After the abuse of magical energies that led to the Sixth Umbral Era, both white and black magic became forbidden arts. The Padjal are children sanctioned by the elementals to conjure at full strength, particularly in favor of white magic. More recently the elementals have allowed Conjurers to use a portion of that power under the guidance of the Padjal, but only a select few ever become White Mages.
Every Padjal has thin horns usually in the form of animal horns, and is gifted with powerful Conjury. As soon as a child is confirmed a Padjal, he or she is inducted into the Conjurer's Guild and taken to live at the Stillglade Fane and takes a new name.
Padjal typically become mentors to other Conjurers, if not members of Gridania's government. E-Sumi-Yan is the master of the Conjurer's Guild at Stillglade Fane and is senior among the Hearers, and Kan-E-Senna leads the Order of the Twin Adder and is the Elder Seedseer.

I would argue that Garleans, like the emperor and Cid, aren't Hyur. Given the anatomical differences, I would say pure-blood Garleans would be their own race.
Basically there are two kinds of Garleans. Ones that are real Garleans (Garlean race) and ones that are just members of the empire (any race).
Cat people rule over all other nations rulers from the shadows so there is no need to make one of us a nation ruler ^^.
