I don't think they are going to put that much effort into coding the bot. I think they know most people will blacklist them immediately so it doesnt matter to them. They are only after the one lazy player that does buy game currency, and believe it or not, a lot of people buy game currency.
Again, these are bots doing the spamming, not actual players. I can't see these people putting much effort into creating an algorithm to work in such a way. I'm also pretty sure they don't care if they piss people off. Given the history of MMO's I'm pretty sure they know it pisses people off.

It's not harsh, it takes what, like a couple hours at most to 1-10? Such a system adversely affects basically nobody. Just let that restriction be known, and people can wait the couple hours to bother people, completely new players should be busy with all the very well made intro guidance and have nothing useful to say to anyone regardless. Many forums and other game require waiting times like this as well.
If SE isn't comfortable with making it default and mandatory, then simply implement some chat filter options we can enable ourselves. The gil tells are extremely annoying.
So as an experiment I went nuts, and then reported myself.
Took them a couple days to suspend me on the forum. :P
I've come to the conclusion that squenix just doesn't care. Atma farming was boring anyway, so... screwit. Wildstar is a bit more engaging.
Fun fact: I think I got.. one gold farmer tell in Wildstar? TOTAL. Their spamming operations seem to get shut down almost instantly. And they seem to be actually gearing up to do something about bots. In a matter of WEEKS.
FFXIV has had... how long to do things about bots, and not actually made a difference yet?
